Dan Birns is a seasoned government relations strategist with deep experience at the intersection of energy, technology, and national security. As Senior Vice President at Banner Public Affairs, he helps clients navigate complex policy landscapes, unlock federal funding opportunities, and shape outcomes on Capitol Hill and within the Executive Branch.

Before joining Banner, Dan served in senior roles at the U.S. Departments of State and Energy, where he led international clean energy and supply chain initiatives and advanced industrial policy across the Americas. He later built and led the Batteries and Critical Minerals practice at Boundary Stone Partners, advising clients on federal funding, policy engagement, and manufacturing strategy. Most recently, Dan served as a Principal Advisor at Puzzle Box Government Relations, where he counseled early-stage technology companies on appropriations, grant strategy, and national security policy.

Dan holds a Master’s degree from Johns Hopkins School of Advanced International Studies (SAIS) and a Bachelor's from Wesleyan University. He is based in Washington, D.C., where he also coaches youth sports, plays lead guitar in a local cover band, and is an avid Washington Capitals fan.
